determines if the stack should start with the IIN.4 bit set.

determines if the IED needs three time synch messages to set the
time. If set, the IIN.4 bit is high until three time synch messages are received. The
average of the two best messages are used to set the time.
PairedPoint
enables the Object12 Close request on an even-index point to access the
next-index point.
