Is 5V voltage supplied to Pin(6, 24) of IC1571?

Is approximately -24V to -28V voltage supplied to 
Pin(15) of IC1571?

Is there approximately 500kHz oscillation to 
Pin(26) of IC1571?

Are the filament voltage applied between Pin(1)
and Pin(24) of the fluorescent display tube?
Also negative voltage applied between these pins 
and GND?

Check the fluorescent display tube (FL1501),
and replace P1 (BOARD MCV) if defective.

Check the AL+5V line and replace P3 (BOARD 
POWER SUPPLY) if defective.
Check the -FL line and replace P1 (BOARD MCV) 
or P3 (BOARD POWER SUPPLY) if defective.

Check R1595, IC1571 and their periphery, and 
replace P1 (BOARD MCV) if defective.

Check the power circuit, D1023, D1024, C1032, 
C1033 and their periphery, and replace
