Ethernet MAC Timestamp Control (EMACTIMSTCTRL)
This register controls the operation of the system time generator and the processing of Precision Time
Protocol (PTP) packets for time-stamping in the receiver.

15 and 14 decide the set of PTP packet types for which a snapshot
needs to be taken.

node.
0x1 = The snapshot is taken only for the messages relevant to the
