Table 12 details the String C serial string format and fields.

This code is effectively a combination of String-A and String B. It provides both year
information and a sync indicator field.
Timing
Transmitted once every second. The leading edge of the “start” bit of the first character,
<CR>, is exactly on the second to which the message data refers.
Default Comms 9600 bps, 8-bit ASCII, no parity
