4.5.7.2.3 T=CL user command
Description
This APDU helps user to give raw data to PICC if PICC support T=CL.PCD parses this APDU and
transfer command bytes in Data filed of APDU.

All HOST specific APDUs are just added in the Lc part of TPDU and the Length of Lc part is updated
in P3 field. The firmware parses this APDU and send the Lc part to the card.
