UtoaScfPllBw
is used to define very narrow PLL bandwidth compatible with the expected measurements
accuracy.
UtoaStationId
is used to define per TT&C station a unique ID in order to identifiy from the return message for
which station the measurements belong to.
UtoaUserField
permits to add to the return message some useful fields within the telemetry frame such as
counters to identify and correlate measurements between stations.

TCP/IP Interface
Refer to §2.4.2 of document STI100013 for the TCP/IP request and return messages.
Also Cf. status at offset 49 of the “Telemetry Unit Table” at §2.2.2.10 of document STI100013 to check wether
the UTOA processing unit is locked onto the signal or not.
