GTL+ PULL-UP RES NETWORK
The CLE266 add a feature for NB internal GTL pull-up,
the internal pull-up strength is stronger than previous NB,
so if enable the internal GTL pull-up,
can remove the CPU GTL pull-up R-PACK except CPURST#
(Place every decouping capacitor for each R-pack.)
