Set the periodic time for resync, default is 3600s

If the last resync was failured, the IP Phone will try resync after the

“Resync Error Retry Delay” time, default is 3600s

If it’s time to resync, but IP Phone is busying now, such as on call, in

this case, IP Phone will wait for a period time, the longest is “Forced
