The expander controller will enable or disable (isolate) the specified PHY.

Specifies the 16-hex-digit logical identifier of the 
controller enclosure or expansion enclosure containing 
the PHY to be enabled or disabled. The enclosure 
logical identifier is found in the WWPN field in the 
output of the 

show enclosure-status
