If on Variable Bit Rate (VBR), it needs to select video quality. There are
5 levels, Best, Better, Good, Average and Worse, and image quality and bit
rate is proportional.

Frame Rate: Options are 30, 25, 20, 15, 10, 5 and 1fps/s. The 30fps/s is
only available when NTSC.
