All users can create a Carry Card, but only the TPA can associate the User Card with a STE. The
creation option is available to all users, which is within the PREPARE REMOTE ASSOCIATION menu
(Paragraph

4-2.4.1 Prepare Remote Association

1. To prepare an association, insert the User Card associated with the STE and then access the
