Sequencer controller tracks time signature

The 4 controller tracks now have their own time signature setting, which is
completely independent from the note tracks time signature setting.

Parameters added to the ”SEQUENCER” section:

ScC1 to 4:

1/32, 1/24, 1/16, 1/12, 1/8, 1/4, 1/2, 1/1. Selects the time signature

(scaling) for each controller track.
