Align guardrail retainers (#14) to the guardrails, 
then secure by using bolts (#C).

Place metal dowels (#E) onto the holes on top of bottom end 
guardrails (#3), then carefully align top end guardrails (#1,2) to 
bottom end guardrails (#3).
