Updating the VNM EC 200 License

The VNM EC 200 includes a basic license when purchased. Updating the license of the 
VNM EC 200 enables the VN-Matrix system to operate with the VNM Software Decoder and 
the VNS 104 Multi-stream Software Decoder.
