PIM is not enabled on interfaces by default.

User Guidelines
PIM requires that routing and multicast routing be enabled. Enabling PIM
enables IGMP/MLD. Disabling PIM may operationally disable multicast
routing.

console(config)#ip multicast
console(config)#interface vlan 10
console(if-vlan-10)#ip pim

ip pim bsr-border
The
ip pim bsr-border
command is used in Interface (VLAN) Configuration
mode to administratively disable bootstrap router (BSR) messages on the
interface. Use the
no
form of this command to return the configuration to the
default.
Syntax
ip pim bsr-border
no ip pim bsr-border
Default Configuration
BSR messages are enabled on the interface by default.
