The IP Addresses option limits access by IP address.    If 

Access Control Mode

 is 

enabled, only the IP addresses listed here can access the router.    Before enabling it, 
configure the IP addresses by clicking the

 Add

 button.    Enter the IP address and 

click 

Apply
