It allows you to set whether or not MPEG ISA/VESA VGA cards ca display 
with PCI/VGA
When "Enabled", a PCI/VGA can display with an MPEG ISA/VES VGA

When "Disabled", a PCI/VGA cannot display with an MPEG ISA/VES VGA
