3.8.4 Counter Event reporting mode: When responding with event data and more than one event has
occurred for a data point, an Outstation may include all events or only the most recent event. Only the
most recent event is typically reported for Counters. When reporting “only most recent”, the counter value
reported in the response may be the value at the time of the original event or it may be the value at the
time of the response.
