Sets the E1 SSM bit position

Sets the Priority Quality Level (PQL) for the

specified input port

Sets MTIE Limit 1 or Limit 2 for 10/100/1,000/
10,000/100,000 seconds threshold. If L1 or L2 are not
provided, both limits are implied. The Limit Range is [0
– 100,000].
