MOVA activates ML reply bit to UTC
MOVA will also take control if the outstation drops off UTC control e.g. because of
network failure.

7.8 EXAMPLE MOVA CONFIGURATION
This example is a semi-integral outstation with 4 MOVA streams. The F-bits and G-bits
can be used by UTC or MOVA.
MOVA Stream 1:-
The MO function is generally mapped to a bit
which is not used by the controller. The MO
bit is used internally by the OTU to switch
between MOVA & UTC (0 = UTC, 1=MOVA).
NB: The controller should not use the MO bit
directly as it will default to 0 if UTC comms
fails.
The controller can use the MOVATO bit to
distinguish between MOVA and UTC (1 =
MOVA on control). The bit number to use
is defined in the controller configuration.
NB: OTU bit numbering starts at 1.
