The MIFC card of QSR-3920-08 router prohibits hot-swap operation. 

 

The MIFC card of QSR-3920-08 router can only be inserted to slot 9.

Introduction to M-3920 Interface Sub Card 

The M-3920 sub card slot of QSR-3920 router supports inserting QSR-LX9-M-24GETS interface 
sub card. The 24GETS interface card supports 24 10/100/1000M Ethernet ports, and its main 
function is to complete data forwarding.
