This function opens a PicoScope 3000 Series PC Oscilloscope. The API driver can
support up to four oscilloscopes.

Arguments

None.

Returns

-1

 if the oscilloscope fails to open, 

0

 if no oscilloscope is found, 

>0

(handle) if the device opened.
