This function will return the current pulse count. It should be called after pulse
counting has been started using

UsbDrDaqStartPulseCount

.

Arguments:

handle:

handle returned from

UsbDrDaqOpenUnit

or

UsbDrDaqOpenUnitProgress

IOChannel:

GPIO of interest.

count:

A location where the driver will write the current count.

Returns:

PICO_NOT_RESPONDING

PICO_INVALID_PARAMETER
