4.5.4 Command 2: READ_AND_CLEAR_NODE_OVERVIEW_HISTORY
One byte is reserved for each node. If the bit is '1', it means that the state of a
node is changed at least once from "active" to "not active". This list will automati-
cally be reset after the read-out.
