The license keys limit the number of simultaneous participants active at
one time. End users are never allocated more licences (G.711, G.729 or
combination G.711/G.729) than a server handles. When both CODECs are
offered for a conference leg or segment, the Ad hoc audio conferencing
service selects the CODEC, based on the CODEC preference (least number
of processing units) and the available licenses.
A server can accept a new conference only when adequate licenses are
available. The server cannot exceed its engineering limits. If any of these
limits are exhausted, the INVITE is rejected with a SIP 480

message. The Session Manager advances to
the next Media Application Server (if one is available).
License keys impact on Music on Hold and Announcements services
Ports are allocated on a first-come, first-served basis until the license
keys are exhausted or the available capacity is exceeded. Licenses are
configured on a per-service basis (on a given server) and the license
availability for the Announcements service is not related to the availability of
licenses for the Music on Hold service. The reverse is also true.
The system capacity is limited by the use of License key values. Maximum
capacity values are enforced through use of License keys so that
engineering limits are not exceeded during normal operation. The system
is engineering to work at 60% to 70% capacity, depending on call model.
This allows the system to gracefully handle spikes in usage. A maximum
