2 General and regulatory
2.2.1 Information on vehicle safety stan-
dards
Regulation 40 C.F.R. 567 in the USA and Section 9 of
the Canadian Motor Vehicle Safety Regulations oblige
manufacturers of the various stages of the vehicle man-
ufacturing process to perform certification in accor-
dance with FMVSS and/or CMVSS standards. This cer-
tification is carried out on a self-certification basis i.e.
the manufacturer proves that the relevant standards
have been fulfilled and declares the conformity of the
respective vehicle stage accordingly. This declaration of
conformity takes the form of a corresponding notice or
specific logo on the identification plate of the vehicle.
Accordingly, upfitters and dealers must carefully read
all of the legal requirements to ensure that they comply
with the applicable standards.

All vehicles manufactured by Daimler AG fulfill all of
the relevant FMVSS and CMVSS standards. If mod-
ifications are made to a vehicle, the upfitter must
make sure that the modified vehicle complies with all
of the relevant FMVSS and CMVSS standards as per
49 C.F.R. §§567.5 - 567.7 or Section 9 of the Canadian
Vehicle Safety Regulations and must have the vehicle
recertified if necessary.

2.2.2 Information on the reduction of
exhaust emissions
The Mercedes-Benz M274 engines of the Metris are
certified in accordance with the requirements of the
US Environmental Protection Agency (EPA), the Cana-
dian environmental authorities and the CARB and fulfill
the national exhaust emission standards in accor-
dance with Title II, Section 206 of the Clean Air Act
and 40 C.F.R. 86. Proof of certification is provided by
means of a Vehicle Emission Control Information (VECI)
certification label (see chapter “Vehicle serial number
from manufacturing plant” (
Page 27)), which is
installed on the front crossmember on gasoline vehi-
cles.
The CARB regulations require that the emis-
sions-related components used in a vehicle oper-
ate properly for the entire specified service life of
the vehicle. The specified service life is 5 years or
100,000 miles/161,934 kilometers (SHORT-TERM
EMISSION CONTROL SYSTEM) or 7 years and
70,000 miles/113,654 kilometers (LONG-TERM EMIS-
SION CONTROL SYSTEM), whichever comes first. To
ensure that these components operate properly, end
users must use the appropriate fuels and lubricants
and must maintain these components in accordance
with the operator's manual and service booklet.
There are also requirements regarding the applicable
noise control packages, which have been tested for
over 100% reduction in noise pollution under the afore-
mentioned noise standards. Final-stage manufacturers
should consult an attorney with respect to compliance
with the applicable regulations and laws whenever they
modify or convert a vehicle. It is prohibited by law to
modify equipment and components used for sound-
proofing.
In particular, removing or disabling equipment and
components, which have been installed in a new
vehicle for the purpose of soundproofing, is prohibited.
This equipment includes noise emission-related compo-
nents e.g. engine settings including governor settings,
components of the exhaust system and intake air sys-
tem, radiator, shield, fan/drive, acoustic shielding and
acoustic insulation.
