Since R1.0.x did not support the OC-12 Main packs (VLNC25 and VLNC26), these packs are not
recognized by a SYSCTL with 1.0 boot code. The SYSCTL cannot upload the TID from the Mains while
the SYSCTL is factory-fresh. After the generic is applied and the NE resets, the original TID for the shelf
is uploaded from the OC-N Main OLIUs.
