TPA FUNCTIONS

“System Administrator” is a generic term for the individual responsible for the configuration of the security
features of the Secure Terminal Equipment (STE) and the FORTEZZA PLUS

KRYPTON™

ENHANCED

CRYPTOCARD in accordance with established security policy.

4-1. CLASS OF USERS

The STE supports two classes of operators: Terminal Privilege Authority (TPA) and User.

4-1.1 TPA

The TPA is an individual, normally the System Administrator, who is responsible for the security
associated with the STEs and crypto card(s). The TPA shall ensure that all STEs within their area of
responsibility are programmed for proper operational capabilities in accordance with local security policy.
A command may use one or more persons to manage STEs within their facility, but only one TPA may
manage a particular STE. The TPA’s Crypto Card (KOV-14L, KSV-21, KOV-14, KOV-15, or SOV-16) is
known as the TPA Card. When the card is inserted into an assigned STE, it unlocks the security features
and allows the TPA to program the STE’s security features.
Responsibilities of the TPA include:

Setting the STE Security Straps and STE Privileges

•

Downloading STE and Crypto Card Software Upgrades

•

Creating User Cards from Fill Cards

•

Transferring TPA card privileges

4-1.2 User

A User is a person who has been given authority by the TPA to operate a STE in the classified mode.
You may view what capabilities are STE available, but may not change the TPA-created security settings.

4-2. FORTEZZA

PLUS

KRYPTON™

ENHANCED CRYPTOCARD

There are two types of cards, the newer EFF or the older BFF cards. There are currently two EFF
versions of the FORTEZZA PLUS

KRYPTON™

ENHANCED CRYPTOCARD presently in use in the STE:

KOV-14L and the KSV-21; there are

three BFF versions, the KOV-14; the KOV-15; and the SOV-

16. These crypto cards differ only in the keys loaded on the card. Physically, they are interchangeable
with the BFF cards currently being replcaced with the EFF STE crypto card. Please see
