SMS related URCs are always buffered in the ME. If the buffer is full, the oldest
indications are discarded and replaced with newly received indications.

SMS related URCs are forwarded directly to the TE. However, if this is not pos-
sible because ME-TE link is reserved, e.g. during a data call, these URCs are
discarded.
