Vmax is the track voltage that once reached allows 100% track power
to  the  motor.  Increasing  Vmax  means  a  higher  track  voltage  is
needed  before  all  track  power  is supplied  to  the  motor.   Decreasing
Vmax means full power to the motor at a lower track voltage.

Note: Vmax must be greater than Vmin.
