This voted/complex alarm object (class object 0x397) defines the 
configuration of multiple input voted measurement alarms, the resulting alarm 
behavior, and provides access to the associated logical alarm status.

Class attributes and services allow for alarm history information.

Unused instances exist and are accessible but have a disabled state.
