By default, after applying the hotfix, servers are restarted. If you do not want the servers to restart, additionally, provide 
the following command:

•

For console and GUI mode: 

Run the following argument: 

DDONOT_START_SERVERS_POST_INSTALL=true

•

For silent installation:

 Add the property 

DONOT_START_SERVERS_POST_INSTALL=true

 to the properties file.
