6.3.58 GET /meters/<serial>/energy/resetcounter

A GET call to /meters/<serial>/energy/resetcounter returns reset count of resetta-
ble energy values of requested meter.

Reset counter is incremented each time these registers are reset. It holds number
of times the resettable registers are reset.
