FOR LOW POWER CONSUMPTION:
Its a bit mask, used to compute sig-valid as a combination of
rx_on d,c,b,a.Used to gate 4 streams of 16b data i.e. output of
4R mux for 2R1F_AB inst. So, based on the data mux
settings, this mask should be chosen.
1111 - Uses ored rx_on d,c,b,a
