wireless phones, t her e is no reason t o believe t hat  accessories t hat  claim  
t o shield t he head fr om  t hose em issions reduce risks. Som e product s t hat  
claim  t o shield t he user  from  RF absorpt ion use special phone cases, while 
ot her s involve not hing m or e t han a m et allic accessor y at t ached t o t he 
phone. St udies hav e show n t hat  t hese pr oduct s gener ally do not  wor k as 
adver t ised. Unlike “ hand- fr ee”  kit s, t hese so- called “ shields”  m ay int er fer e 
w it h pr oper  oper at ion of t he phone. The phone m ay be for ced t o boost  it s 
pow er  t o com pensat e, leading t o an incr ease in RF absorpt ion. I n 
Febr uar y 2002, t he Feder al t r ade Com m ission ( FTC)  char ged t w o 
com panies t hat  sold devices t hat  claim ed t o prot ect  wireless phone user s 
fr om  r adiat ion w it h m aking false and unsubst ant iat ed claim s. Accor ding t o 
FTC, t hese defendant s lacked a r easonable basis t o subst ant iat e t heir  
claim .

Radio frequency ener gy ( RF)  from  wireless phones can int eract  wit h som e 
elect r onic devices. For  t his r eason, FDA helped develop a det ailed t est  
m et hod t o m easur e elect r om agnet ic int er ference ( EMI )  of im plant ed 
car diac pacem aker s and defibr illat or s fr om  w ir eless t elephones. This t est  
m et hod is now  part  of a st andard sponsored by t he Associat ion for t he 
Advancem ent  of Medical inst r um ent at ion ( AAMI ) . The final dr aft , a j oint  
effor t  by FDA, m edical device m anufact ur er s, and m any  ot her  gr oups, 
w as com plet ed in lat e 2000. This st andar d w ill allow  m anufact ur er s t o 
ensure t hat  cardiac pacem akers and defibrillat ors are safe from  wireless 
phone EMI . FDA has t est ed wir eless phones and helped dev elop a 
volunt ar y st andar d sponsor ed by t he I nst it ut e of Elect r ical and Elect r onic 
Engineer s ( I EEE) . This st andar d specifies t est  m et hods and per for m ance 
r equir em ent s for  hear ing aids and wir eless phones so t hat  no int er fer ence 
occurs when a person uses a com pat ible phone and a com pat ible hearing 
aid at  t he sam e t im e. This st andard was approved by t he I EEE in 2000.

 

FDA cont inues t o m onit or  t he use of wir eless phones for possible 
int er act ions w it h ot her  m edical dev ices. Should har m ful int er ference be 
found t o occur , FDA w ill conduct  t est ing t o assess t he int er fer ence and
