A com binat ion of labor at or y st udies and epidem iological st udies of people 
act ually using wir eless phones would pr ovide som e of t he dat a t hat  ar e 
needed. Lifet im e anim al exposure st udies could be com plet ed in a few 
year s. How ever , very lar ge num ber s of anim als w ould be needed t o 
pr ovide r eliable pr oof of a cancer  pr om ot ing effect  if one exist s. 
Epidem iological st udies can pr ovide dat a t hat  is dir ect ly  applicable t o 
hum an populat ions, but  t en or  m or e year s' follow- up m ay be needed t o 
provide answer s about  som e healt h effect s, such as cancer . This is 
because t he int er val bet w een t he t im e of exposur e t o a cancer - causing 
agent  and t he t im e t um or s develop -  if t hey do -  m ay be m any, m any 
year s. The int er pr et at ion of epidem iological st udies is ham per ed by 
difficult ies in m easur ing act ual RF exposur e dur ing day- t o- day use of 
wireless phones. Many fact ors affect  t his m easurem ent , such as t he angle 
at  w hich t he phone is held, or  w hich m odel of phone is used.

FDA is wor king w it h t he U.S. Nat ional Toxicology Pr ogr am  and wit h 
gr oups of invest igat or s ar ound t he wor ld t o ensur e t hat  high pr ior it y 
anim al st udies ar e conduct ed t o addr ess im por t ant  quest ions about  t he 
effect s of exposure t o radio frequency ener gy ( RF) .

 

FDA has been a leading par t icipant  in t he Wor ld Healt h Or ganizat ion 
int er nat ional Elect r om agnet ic Fields ( EMF)  Pr oj ect  since it s incept ion in 
1996. An influent ial r esult  of t his w or k has been t he developm ent  of a 
det ailed agenda of r esear ch needs t hat  has dr iven t he est ablishm ent  of 
new r esear ch pr ogram s ar ound t he wor ld. The Pr oj ect  has also helped 
develop a ser ies of public infor m at ion docum ent s on EMF issues.

 

FDA and Cellular Telecom m unicat ions & I nt ernet  Associat ion ( CTI A)  have 
a for m al Cooper at iv e Resear ch and Developm ent  Agr eem ent  ( CRADA)  t o 
do research on wireless phone safet y . FDA provides t he scient ific 
over sight , obt aining input  fr om  exper t s in gover nm ent , indust r y, and 
academ ic organizat ions. CTI A- funded r esear ch is conduct ed t hr ough 
cont r act s t o independent  invest igat or s. The init ial r esear ch w ill include 
bot h laborat ory st udies and st udies of wireless phone user s. The CRADA 
w ill also include a br oad assessm ent  of addit ional r esear ch needs in t he 
cont ext  of t he lat est  research developm ent s ar ound t he wor ld.
