Local Time Offset
Specifies the local time offset from CDMA system time as a constant value for the
descriptor tag as specified in standard EN 300 468. It ranges from 0 to 63, which repre-
sents the range –16:00 ... +15:30 hours in 30 minute increments. It is used by the
CDMA local time calculation, which is primarily used to verify the correctness of the
time displayed on the MS.
The parameter is implemented as a two's complement on a 6-bit basis, which results in
a signed integer that is multiplied by 0.5 hours to set the desired time offset, as shown
below:

Latitude and Longitude
Indicate the geographical position of the base station; should be set to zero if the posi-
tion is not known (default). Both latitude and longitude can be specified with 1/4 arc
seconds granularity.
