Select the position of the allocated resource blocks within the channel bandwidth for
PCC or SCC. The command configures one downlink stream. Set the same value for
both streams of a carrier.
The RBs can always be located at the lower end, starting with RB number 0, or at the
upper end of the channel. The other values are only allowed for certain one TX
antenna configurations, see
chapter 2.2.12.2, "DL RMCs, One TX Antenna"
