The start motor does not
rotate with the key switch

but the engine does not

Air in fuel system Bleed out the air
Fuel filter clogged Clean or replace the filter
Fuel shutoff valve on fuel filter in closed
position Open the valve
Fuel shutoff solenoid on fuel injection pump

Engine speed is irregular
