RTSISTRB Register

Writing to the RTSISTRB Register loads the contents of the RTSI Shift Register into the RTSI
Switch Control Register, thereby updating the RTSI switch routing pattern.  The RTSISTRB
Register is written to after shifting the 56-bit routing pattern into the RTSISHFT Register.
