Stop/restart of cyclic transmission

Receiving data from other stations and sending data of its own station can be disabled in a
case such as debugging. (Transient transmission is not stopped.)
Each station's cyclic transmission can be stopped or restarted from GX Developer.
Note that this function is not available in circuit test mode.
