Returns the measurements (0th to 50th) of the phase designated by the INST
command in a comma-separated NR3 format in response to FETC:<meas-item>?/
MEAS:<meas-item>?.
Returns the measurements (0th to 50th) of the U phase in a comma-separated
NR3 format when multiple phases are designated. Then, the V-phase measure-
ments and W-phase measurements are returned in the same manner.
