Distribution of OpenVINO™ toolkit installation indicated you are missing the software. 

5.3.2.3 Install Python* 3.6.5 

Python 3.6.5 with pip is required to run the Model Optimizer. Use these steps to install the 
correct version of the Python software.

Python 3.6.5 download page

 and click 

Windows x86-64 executable 

installer

 to download the executable file. The file is saved as 

python-3.6.5-amd64.exe in your Downloads folder.
