The port is not supplying power through PoE.

(IRF mode)
Steady green
The port status LEDs indicate the IRF member ID of the
switch. For example, if the LEDs for ports 1 to 5 are steady
green, the IRF member ID of the switch is 5.
Off
The port status LEDs do not indicate the IRF member ID of
the switch.
SFP port LED
The SFP port status LED in conjunction with the port mode LED indicates the operating state of the SFP
port.
