Ethernet connection is down when there is a local or a remote fault
condition.
Local Fault
(10Gig-E): Indicates that at least one of the following
events is detected:
LOS

Loss of bit synchronization

Loss of Block

WIS Link down

High BER
(High BER is true
when the bit error ratio > 10
