Part load flow minimum is the minimum allowable flow for a partially loaded unit, which is only applicable in a variable flow system.
Flow may only be reduced proportionally to load, i.e. a flow reduction of 25% from the design flow rate is only allowable if the chiller
load is reduced by 25%.
