The IP OSS manages the ONS 15600 SDH and other vendor NEs using TL1 and FTP.

The other vendor GNE performs mediation for TL1 and FTP, so the DCCs to the 
ONS 15600 SDH and other vendor NEs are OSI-only.

CTC/CTM communicates with ONS 15600 SDH NEs over a IP-over-CLNS tunnel. The tunnel 
is created from the ONS 15600 SDH node to the external router.
