Multiple processes are vying for processing time on the system, which is normal in a high traffic
situation such as heavy call processing or bulk provisioning.

Monitor the system to ensure that all subsystems are performing normally. If they are, only lightening
the effective load on the system will clear the situation. If they are not, verify which process(es) are
