The value programmed in this field sets a cap to
the number of SBDs that would be fetched by a
single DMA transaction (although there are other
factors which might further limit the DMA size).
This parameter uniformly applies to all 16 Send
Rings.
This parameter is meaningful only in the Multiple
Send Ring mode. 0x1800[5] == 1
