After searching the jitter amplitude from the lower value by the binary
search method, the Upwards Linear measurement is executed.
From the point searched by the binary search method, the jitter
amplitude is increased at a step of the value, which is a half of the value
set for Step Resolution, until the error measurement value exceeds the
Threshold value.
